Funding Trends and Their Impact on Operations
Analysis of the 2008 Programme of Work
As of July 2008, WFP requires 5 million metric tonnes for the current year to meet the needs of over 83 million beneficiaries among the world's neediest people in more than 80 countries.
The total value of the organization's 2008 requirements is at US$4.8 billion, whereas it is foreseen that this amount will rise throughout the year, given the ongoing food and fuel price increase and some worrisome situations in key areas of the world, such as the Horn of Africa (see below for more information).
Contributions, carryover stocks and project transfers total at the moment US$3.6 billion, which, combined with the US$1 billion WFP has to mobilize now to ensure uninterrupted food aid delivery for ongoing activities during the first quarter of 2009, brings the current shortfall at almost US$2.3 billion.
Development projects confirm the most cost-effective category of intervention, with 25 percent of beneficiaries assisted with only 10% of total resources. Reached through Emergency Operations (EMOPs) are 19 percent of the beneficiaries, with a cost around 28 percent of total, whereas PRROs cover 56 percent of beneficiaries, with 56 percent of resources.
The Regional Bureau assisting the highest number of beneficiaries is Asia (OMB), with 35 percent of the total, followed by Southern, Eastern and Central Africa (OMJ), 29 percent, West Africa (OMD), 15 percent, Latin America and the Caribbean (OMP), 9 percent, Sudan (OMS), 7 percent, and Eastern Europe, Middle East and Central Asia (OMC), 5 percent.
